Prior notification of construction site

The client should, except for smaller jobs, send a prior notification to the Swedish Work Environment Authority before work begins.

As a client you must notify a construction site to the Swedish Work Environment Authority if any of the following apply:

  • the construction or civil engineering works will last for more than 30 working days on the construction site and more than 20 people will be working simultaneously on the site at any occasion, or

  • the workers on the construction site will all together work more than 500 days in total.

The purpose of prior notification is to ensure that the Swedish Work Environment Authority is aware of all ongoing construction work of larger extent.

The prior notification must be sent in before the first building or civil engineering work starts on the construction site. Use the information you have available at present.

The client should also make sure that a copy of the prior notification is available at the construction site and that the copy is updated when needed. The client does not need to send a new prior notification if the Swedish Work Environment Authority is already informed about the construction work.

How to give a prior notification

You fill in information about:

    • The address for visiting the construction site.
    • Type of project, for example the building of a block of flats, the reconstruction and extension of a sewage treatment plant, a motorway in city X to city Y, etc.
    • Information about the construction site: During what time the work is planned to be carried out, the number of people that at the most are to work on the site simultaneously, and how many different contractors and self-employed people that are planned to work on the construction site.
    • The client, that is to say the person who is having the work carried out, including the name, address, phone number, organization number and contact person
    • Who the contractor for planning and design is, if there is an agreement that an independent contractor is to assume the client´s responsibility for the work environment according to chapter 3, 7 c § in the Work environment act. Include the name, address, telephone number, organization number, contact person and period to which the contract applies.
    • Who the contractor for the construction phase is, if there is an agreement that an independent contractor is to assume the client´s responsibility for the work environment according to chapter 3, 7 c § in the Work environment act. Include the name, address, telephone number, organization number, contact person and period to which the contract applies.
    • Who the building work environment coordinator for planning and design is, including the name, address, telephone number, organization number, contact person and period.
    • Who the building work environment coordinator for the construction phase is, including the name, address, telephone number, organization number, contact person and period.
    • The designers who have taken part, or are to take part, in the planning and design of the project, including the type of designer, the name, address, telephone number, organization number and contact person.
    • Designated contractors, including the name, address, telephone number, organization number and contact person.
    • Who the person is that is providing the information and signing the notification.

The Swedish Work Environment Authority will record and save your notification for as long as the work on the construction site is under way. We may inspect the construction site if we deem it necessary to do so.

Once we have received your notification, you will receive an automatic reply to the email address which you have given.

Sanction fees

Since 2014 you can get a sanction fee if you violate some of the provisions in AFS 1999:3 Building and civil engineering work.  One of those provisions is that the client should send a prior notification to us for larger construction projects.
