Apply for a permit to handle asbestos or asbestos-containing material for research

If you plan to handle asbestos or asbestos-containing material as part of research, development or laboratory analysis, you must have a permit from the Swedish Work Environment Authority.

This requirement applies to you as the employer. To apply for a permit, complete the application form and send it to us.

Important information about the permit

You cannot use a permit that has been issued to another company, even if the work is carried out at the same workplace.

Apply in good time. We must receive your application no later than three months before the work is due to start.

How to apply

  • The form asks for the following information:

    • your company’s name and contact details
    • the address where the work will be carried out
    • the purpose of the handling
    • the type of material to be handled
    • the estimated amount of asbestos or asbestos-containing material
    • the period the application covers
    • who will transport the waste and where it will be disposed of

    You must also provide the details of a contact person. This does not have to be a manager or project leader. The important thing is that the person can be easily reached during office hours.

  • Submit the following documents with your application:

    • handling and safety instructions for the work
    • training certificates for everyone who will lead or carry out the work
    • a statement from the local or regional safety delegate
    • certificates of fitness for duty for those who will carry out the work
  • You can submit the application and supporting documents in one of the following ways.

    • We review your application to decide whether a permit can be granted.
    • If any information is missing, we will contact your named contact person.
      • You then have two weeks to provide the missing information. You can request more time if needed.
      • If you do not provide the requested information, we will usually reject the application.
    • In some cases, we carry out an inspection.
    • If everything is in order, we will send a decision on the permit to the contact person, together with the handling and safety instructions.
    • If we identify gaps in knowledge or deficiencies in the application, this may result in the permit being refused.
    • We send the decision by email if you have provided an email address. Otherwise, we send it by post.
  • If your application is refused, you may appeal the decision. Send your appeal to the Swedish Work Environment Authority. The decision explains how to do this. Explain why you believe the decision should be changed.

    • If we change our decision, we will inform you, usually by email.
    • If we decide not reconsider our decision, we will forward the appeal to the Administrative Court.
