Application for permission to use biocides

You must have a permit before using biocides if they are classified in authorisation class 1 So.

Depending on the site to be protected, either the Public Health Agency of Sweden or the Swedish Work Environment Authority will decide on the permit.

Special knowledge is required to ensure that biocides are used safely. Anyone using biocides must be 18 years or older.

We recommend that you use the online form on this page to apply for a permit. Fill out the form and attach a training certificate from the Swedish Board of Agriculture, the County Administrative Board or the Public Health Agency.

The number of applications received by the Swedish Work Environment Authority varies, why it is important to apply early. Please send us your application at least six weeks before you intend to use the biocide.

 

How to apply for permission

  • To use biocides to protect dwellings or premises to which the public has access, you must have a permit from the Public Health Agency.

    To use biocides to protect places other than dwellings or premises to which the public has access, you must have a permit from the Swedish Work Environment Authority. This includes for example warehouses, restaurant kitchens, factories and animal stables to which the public does not have access.

    This means that anyone who uses biocides professionally may need a permit from both the Public Health Agency and the Swedish Work Environment Authority.

    Biocides in authorisation class 1 So may only be used in accordance with the area of use determined by the Swedish Chemicals Agency, which is specified for each product.

  • Biocides in authorisation category 1 So may only be used professionally by those who have completed a training that provides the specific knowledge required to handle it safely.

    Both the Swedish Board of Agriculture and the Public Health Agency offer trainings on the use of pesticides. The training offered by the Swedish Board of Agriculture is carried out by the County Administrative Board.

    If you have completed the training offered by the Swedish Board of Agriculture (1L), the Swedish Work Environment Authority considers that you have the knowledge required for authorisation to handle certain biocides in class 1 So.

    If you have completed the training of the Public Health Agency (1 So) and passed the associated knowledge test, the Swedish Work Environment Authority considers that you have the knowledge required for authorisation to handle all biocides in class 1 So.

    Once you have completed the training, you need to apply for a permit.

     

  • If you are unable to use the online form, you may use one of the following options:

    • Print the application form, fill it out and send it to the Swedish Work Environment Authority by regular mail. Attach a copy of a training certificate from the Swedish Board of Agriculture, the County Administrative Board or the Public Health Agency.
    • Download and fill out the application form digitally, and send it to the Swedish Work Environment Authority by e-mail. Attach a training certificate from the Swedish Board of Agriculture, the County Administrative Board or the Public Health Agency.

Upload your training certificate or permit

Upload a document that proves that you have the expertise required under Chapter 3, Section 11 of the pesticides regulation. This could be a permit from the Public Health Agency of Sweden or a training certificate from the Swedish Board of Agriculture.

If you submit a training certificate from the County Administrative Board, it must state clearly that you are authorised for 1L and 2L. This is necessary for us to make a decision on the matter.

    The reason for the processing is for us to handle your case effectively. That may include registration, processing for administrative measures and archiving. Public documents that are not covered by secrecy may also be disclosed under the Swedish Freedom of the Press Act, the Swedish Public Access to Information and Secrecy Act and archives legislation.
